城市智能交通系统的建设项目效益应该如何评价分析

　　近年来，我国ITS建设呈现出快速发展的态势。无论是政府、投资者还是大众均非常关注建设ITS的巨大投资带来的经济、社会、环境等诸多方面的正效益和负效益。由于ITS的新颖性及在我国发展时间相对较短，在国内很难找到的完整的ITS设施可以提供参考经验，同时也没有完整的ITS建设与运营的数据库。某个ITS项目是否应该实施？应该如何实施？如何判断ITS建设项目所产生的效益？相比欧美发达国家，我国在此方面的研究比较欠缺，因此ITS效益的研究是一个亟待解决的课题，急需对ITS项目的综合效益进行评价研究，从而为ITS项目的项目决策、可行性研究、方案比选以及系统优化提供科学依据。本论文主要对ITS建设项目的效益分类及效益评价方法进行研究。 首先，论文分析了ITS国内外发展现状及效益评价研究现状，并对比ITS建设项目与传统交通建设项目的效益构成的区别，通过分析研究目前国内主要的ITS效益的评价方法，提出本论文对ITS建设项目效益的评价方法。其次，本论文分析ITS各子系统预计产生的效益类型，提出对ITS建设项目的经济评价采用“费用效益分析法”，进行绝对影响效果的分析，并建立模型；对ITS建设项目社会与环境评价采用“多层次模糊综合评价法”，进行相对影响效果的分析，并建立模型。最后，通过西安市ITS建设项目的实例对本论文中提出的效益评价模型进行实例验证，并对本论文的后续研究工作的内容进行展望。
