If not you should note that ModelSim XE (Xilinx edition) is no longer offered, which is why you did not find the web page.
 
If you want to use ISIM, then you'd probably be better off using a newer version of ISE, since ISIM was pretty primitive in version 9.1
 
What parts are you targetting with your design?
 
If you use parts older than Spartan 3 or Virtex 4, then you should install ISE 10.1.03i (10.1 with SP 3), and for newer parts you should probably use the latest ISE, or at least 13.4 which is one major revision back but already has a fairly good version of ISIM included and is a quite stable release.

From you post I undersatnd that you want to use ModelSim.
Please follow the below steps to use Modelsim simulator with ISE.

• The first step is to obtain, install, and license ModelSim.
  
• Compiling the Simulation Models: If you have not compiled the simulation models, please look at (Xilinx Answer 15338).
  

Running a Simulation from Project Navigator:

•  Project Navigator should automatically locate the ModelSim installation and be ready to run simulation.
  
• A testbench must be added to the project.
  
• Click the testbench in the Sources window in Project Navigator, and ModelSim Simulator processes should appear in the Processes window.
  

NOTE: If the ModelSim process does not appear, please determine whether you have chosen the right simulator and if the simulator is specified in the integrated simulator section by doing the following
 
a)  Go to Project--> Design properties-->simulator-->


 
 
Give the path to compiled libraries in the simulation properties as shown below. (select test bench in design window and right click Simulate Behavioral Model, now select process properties)
 

 
 
b. Go to Edit-->preferences-->integrated tools (category)--> 
 


 
4. Double-click on the “Simulate Behavioral Model” to run the simulation.
