Which license have you purchased? Design Edition or system Edition? Node-locked or floating?
I hope you are able to run Vivado without any issues. Can you confirm?
 
If that is the case you need to conatct the customer service team by filling the form at http://www.xilinx.com/askx/customer_service_form.htm
 
While filling the form in the 3rd question ,for Purchasing and Part Number Questions select I purchased a Design Tool or IP product but it is not available for licensing in my product licensing account.

I tried installing the webpack license as you can see..but it doesnt unlock some features in ISE.
