Altium tools do provide this type of format transfer, however Allegro does not support format transfer. Even if the transfer is somehow completed, it is more than likely that some design information will be lost, and wouldn’t really be useful for footprint or design editing. You
can use Allegro free view which can only be downloaded from the web, but for design or footprint editing, there is no tool that can complete a transfer as requested.
