Sucessful webpack licence activation, but unable to synthesize or simulate.

I have read all the messages on this topic I can find. None of the things I try work. Anti-virus is disabled. I am logged in as admin. I run the software as admin.

"Run < Server Tools Directory>win64.oinstallanchorservice.exe." fails due to missing DLL. I add that DLL and verify it, and it still fails.

I uninstalled/deleted, re-downloaded and the same thing happens.

I have worked with a training provider and local field engineer. No one can seem to get the Vivado web pack to work with the licence.

I have started with a fresh install, used the licence manager to aquire a licence, it tells me it was sucessful, But I get an error out of synthesis or simulation. I am using the XC7A35t device.

It is a windows 7 ultimate OS, Vivado WebPack 2015.3

I attached the licence xml and the error screens.
