Xilinx not recommend  any ISE release before ISE 14.7 . Please use ise 14.7 or Vivado for design flow.

We don't have any tool version ISE 11.7 . You probably talking about ISE 14.7

Xilinx did not release ISE 11.7 version. Please confirm which version of tools are you using?

I don't think so. At that time the Artix devices were non-existent, hence it was not supported in ISE 11.7.
This AR will give you more information on devices supported in every ISE version: 15938


As stated, these are the devices supported in ISE 11.x/12.x
Virtex -4/-5/-6 (>11.2) 
Spartan -3/-3E/-3A/-3AN/-3A DSP/-6 (>11.2)
CoolRunner -XPLA3/-II/-IIA
XC9500/XL
