ISE 12.3许可证错误

Hello everybody,

I am tryring to compile my project and getting a license error: the message i am getting are:

ERROR:Security:9 - No 'ISE' feature was available for part 'xc3sd3400a'.
ERROR:Security:12 - No 'xc3sd3400a' feature was available (-5).
ERROR:Map:258 - A problem was encountered attempting to get the license for this
architecture.

I am using ISE 12.3 and downloaded the WebPack license file from  xilinx web.
Web pack license should support xc3sd3400a DSP so I don't know why it doesn't compile my project.

the license file locate in c:.xilinxXilinx.lic and it looks like License Manager .

Can you please assist?
