You are confusing Harmony and MHC plugin which are 2 different things.
Harmony framework is the SW package to develop your project. Current version is v2.03b
MHC plugin is a plugin addon to MPLAB X to configure & generate projects and code.
MHC plugins MUST be matched with Harmony to work properly.
As explained by jack, install the MHC plugin that is available in Harmony :
C:microchipharmonyv2_03butilitiesmhccom-microchip-mplab-modules-mhc.nbm
If there is already one version of MHC, uninstall it and reinstall the above one.
Finally, make sure you use the latest XC32 compiler (v1.44 or v1.42, avoid v1.43 which has some issues which may affect some Harmony projects)
