I suggest to carefully read (eventually re-read) AN1307. Do you find any occurrences of "torque" and "decay" closely together?
Decay is about de-energizing the coils and about power consumption. Provided your power supply has got enough "muscles", decay mode has not much to do with torque, though slow decay might result in achieving higher currents for a given supply voltage - resulting in an increase of torque. Anyway - it's more the question whether your control scheme fits your configuration than some fancy discussion about the influence of decay.
