No seriously, the difference between the "C" and "I" suffix is the operating temperature
range.  The "I" parts are specified over the industrial tempurature range, while the
"C" parts are specified only over the commercial temperature range.  Usually the
silicon would be the same, but the testing would be done over a different temperature
range.  In order to meet the stricter temperature requirements, the "I" suffix part
would probably be about one speed grade faster than the equivalent "C" part
when measured over the commercial temperature range, but for Xilinx parts they
are not tested to this spec so there are no guarantees that it meets the higher
"C" speed grade.
 
If you have trouble getting parts you cn always substitute an "I" grade part for a "C"
grade part and know that it will work at least as well.
