浙江省农田水利投入问题的几点思考

摘要: 投入是加强农田水利建设的关键因素. 浙江省农田水利投入存在主体不明、投入不足、补偿机制不畅、法律保障不力等问题, 因此, 浙江省的农田水利投入应明确政府财政为农田水利投入的主体, 通过完善机制、政府扶持和法制化建设等对策, 保证浙江省农田水利建设的可持续发展.

Abstract :It is self- evident that the investment is the key point of the farmland capital construction. Some issues related to the investment
in rural water conservancy in Zhejiang are discussedinthe essay , suchas indeterminate main body , unreasonable compensation and uncertain
guarantee . Several countermeasures are suggested to ensure the sustainable development in rural water conservancy construction
bytaking the government finance as the investment main body and perfectinglegal system.
