Go to www.xilinx.com/downloads
Select the ISE Design Tools tab
Scroll to the bottom of the selectable versions and click on "Archive"
Select the desired Download/Install version (e.g. 9.1)
On the right side you should then see a link "Obtain a Registration ID"
Click the link and sign in to get the regID
