ICSP PICKit 2 and PICKit3 connection pins are not on pin diagram in datasheet like they usually are.

They are tucked away here:

    I'm not surprised that the data sheet for an antique device differs in format from those for more recent and active PICs. Many newer PIC16 devices (such as PIC16F684), have the same pins for programming, so starting at pin 4 you have MCLR/Vpp, then going clockwise you have pin 1 for Vdd, pin 20 (the highest number pin) for Vss, pin 19 for SPDAT, and 18 for SPCLK. This follows the same pin order as the PICkit SIP connector. It seems that 18 pin devices (such as PIC16F628A) have the same pinout as PIC16F84A. This makes upgrading from old to new processors easier.
 
I don't know what you mean about Vdd not needed. Vdd signifies the power rail for CMOS devices (which have drains), while Vcc applies to bipolar devices which have collectors.

I don't know about the VDD naming issue.
 
I connected it up like chart where that guy says it is in datasheet.
 
in MPLAB IPE ran Read,Verify,Blank check and Erase and all worked great.
 
Blue lines in IPE good, red lines bad!:)
 
Big thing is 'Yes.You can program PIC16F84 with a PICKit 2 or 3'.
 
Yes.16F628 is pin compatible version of '84
