There is a very big caveat to the "YES" above.  If your license version limit is such that it covers 12.4, then yes you can use it for both.
 
The version limit is a date after which you do not qualify for new updates.  For example, say you purchased ISE in November of 2010 and the version limit is for one year (common for most contracts/purchases).  This would mean that you would qualify for all releases released before the end of November 2011.
 
If a new release of ISE were to come out in December of 2011, you would _NOT_ qualify to use your same license for this release of the tools.
