XPower relies less on your personal experience: it uses what it can from the design itself, and makes guesses as to toggle rates. If you have a test bench, with a sufficent number of cycles of simulation, XPower does an even better job (then when you ask it to guess the toggle rates). In no case would I ever expect the tools to deliver the same answer (unless by luck). Each tool is useful in its own way: the spreadsheet for early work, the "what if" stage of design. What if it runs at 350 MHz, or what if I run at 175 MHz? What if I use DSP48 instead of CLB fabric? What if I use all the BRAMs? XPower once a very good and long simulation is available is to be used to choose the size of the power supply needed. Could be power be less? Almost certainly, but the worst case process corner, at the worst voltage and temperature, is what you design power supply capacity for (not the best case). Could XPower underestimate the power?
