The "Add Design Tools or Devices" windows menu item under "Xilinx Design Tools" won't let you do that. Vivado and Vivado HLS would be checked and dimmed - only devices would be available to install/uninstall.
You would have to uninstall and install everything again, I suspect.
If you are having consistent problems perhaps you should download the entire installer instead of running the web installer.

I'm not sure you can download Vivado HLS independently, because the installer is common to the entire Design Suite. What you could do instead is uninstall only Vivado HLS, then start Vivado and reinstall HLS from "Help -> Add Design Tools or Devices". But it assumes the problem comes from installation and not download.
 
Besides, which OS are you using on your host machine? I ran into a similar problem and then realized 2015.2 version does not support Windows 10.
