When Impact fails, you should get a lot of lines in the output window that show the state of the
internal configuration logic.  Usually there are some clues in that readout.  Other than that,
you should make sure that when you built your .bit file you set the startup clock to the default
of "CCLK" and not JTAG or USER.  If you're still having problems, please post the output of
the Impact when it fails.

The programming is don't fail when I programming the PROM but the FPGA did not start. If i program the FPGA i get this:
